If you're still looking for some basic photo editing software and not ready to shell out real money for Photoshop, this little freeware app might be worth looking into.
http://photofiltre.free.fr/ It seems to have a pretty decent selection of tools for color, brightness and contrast adjustments, a handful of "artsy" filters and can even do batch resizing of photos. It will also allow you to do some basic cut and paste work with parts from other images. There are two versions available. One is to be installed on your PC though you might choose to opt-out of or uninstall the Ask toolbar option. The second version (the only one I've downloaded or worked with so far) is a portable version thats small enough to open and run from a USB thumb drive. Might be the way to go if you want to work from a laptop or netbook and don't want to install additional software. Could also be used on a public access computer as well, I'd guess. There's still a bit of a learning curve involved, but it's nowhere near as complicated as Photosop. It's pretty much what MS Paint should be, and best of all it's FREE!
